CBP is using the 2025 edition for the October 2026 CBLE.
You can download and print the almost 2000 page US Government Print Office version of 19 CFR Parts 0 to end for yourself, but that can be expensive. Students have found that version difficult to navigate and read.

Here is what CBP states at their website about which version is normally used for the exam: “April exam: one to two years prior depending upon Government Printing Office availability of print versions. October: one year prior depending upon Government Printing Office availability of print versions. “ Feel free to call me if you have any questions.*
You will need to buy binders. One 4 inch and One 2 inch recommended. Parts 0 to 199 in the 4 inch. Parts 200 to end in the two inch.
LETS TALK ABOUT BINDERS:
You will need to buy a binder(s). Walmart and Amazon seem to have better prices than other stores. I recommend one 4 inch binder and one 2 inch binder. The 4 inch binder is for Parts 1-199. (binder is about $16 on Amazon) This is where 99% of the questions on regulations comes from. The 2 inch binder is for Parts 200 to end… (binder is about $9 on Amazon)
No one sells catalog racks anymore. IF you can find one… it is like finding a unicorn.
